Shandong Bans China-III Trucks: Cores Now, Province in 2027

Under a province-wide schedule, China-III diesel trucks are banned from Shandong's built-up areas from November 1, 2026, and province-wide from July 1, 2027. Jining's notice covers out-of-town plates; Zaozhuang has only 165 such trucks left.

Zaozhuang has just 165 China-III diesel trucks left on its roads. The driving ban went ahead anyway, without a day’s delay.

The notice is not a local whim. Document No. 111 [2026], issued jointly by four provincial departments in Shandong including the Ecology and Environment Department, set one clock for the whole province: from November 1, 2026, China-III diesel trucks are barred from city cores and county built-up areas; from July 1, 2027, from the entire province. The joint notice issued by Jining’s ecology-environment bureau and traffic police on October 30 is that timetable made local – 24 hours a day, out-of-town plates included.

The contrast in the numbers is stark. Zaozhuang scrapped more than 95% of its China-III and older non-operating diesel trucks across 2024-2025; by mid-2026 only 165 remained. Why still issue a ban?

The last 165: the target is transit traffic

The answer is in the wording. The ban covers out-of-town vehicles, and through-traffic must keep to ring roads and arterial bypasses – no cutting through the city, no stopping to load. Scrappage subtracted from the stock; the ban seals the border. One China-III truck emits 2 to 7 times the pollution of a China-VI truck, more the heavier it is, and a single passing vehicle can upset an urban mobile-source ledger. Zaozhuang’s own assessment says exactly that.

Enforcement is shifting gears as well. The notice orders fines, licence points and camera evidence for violations, and directs the ecology-environment authorities to tighten exhaust supervision and crack down on tampering with vehicle emission control systems. The first half governs road access; the second governs the vehicle itself. An aftertreatment device on the tailpipe has moved from “advisable” to “must not remove.”

For fleet operators, China-IV and China-V trucks sit outside the ban for now, but roadside and depot checks do not pause. Keeping smoke and emission readings ready for spot tests beats betting on a grace period – which is why retrofit aftertreatment such as the AIFILTECH truck exhaust gas purifier keeps spreading through in-use fleets: a retrofit is a one-off cost, while fines and lost road access accrue by the day. Jining pairs the driving ban with tailpipe supervision in the same document – police handle road access, the ecology-environment bureau handles what comes out of the exhaust.

Other Shandong cities are filing the same notices on the same schedule, and July 1, 2027 turns the whole province into one zone. The window left for old trucks is just over twenty months.
