Chongqing Halves Pollution Tax at 50% Below Emission Limits

Chongqing grades key-industry plants A to D on air performance: A-rated plants set their own cuts during pollution episodes, the pollution tax falls to half for emissions 50% below limits, and a 2.14-billion-yuan fund backs ultra-low retrofits.

What does a factory gain from running its emissions below the legal limit? The Chongqing municipal government’s “environment for business” policy briefing on November 7 put a price on it: pay environmental protection tax at 75% of the full rate for concentrations 30% below the standard, and 50% for 50% below.

At the November 6 event in Dadukou District, Xu Liang, deputy director of the air environment division of the municipal ecology and environment bureau, walked companies through the rating scheme. Key-industry enterprises in Chongqing are graded A, B, C or D on their air-pollution management, under a self-declared, fully published, dynamically adjusted mechanism that runs through self-assessment, document review, on-site verification, expert panel review and public notice.

Four grades, four sets of rules

During heavy-pollution episodes the grade decides a plant’s fate: A-rated firms arrange their own reductions and keep operating largely as normal, B-rated firms face lighter curbs, while C and D firms must cut output or halt production as required by law. The benefits stack up outside emergencies too – B and above get priority placement on the enforcement “positive list” and are left alone unless something goes wrong, and the pollution tax tapers down in steps as emissions fall deeper below the limits. Nor is the rating just about stack concentrations: the scorecard also weighs industry access, energy consumption, capacity scale, green transport and raw-material quality, with rulers from development, industry, transport and market regulators applied together.

Where 2.14 billion yuan points

For firms short of upgrade funding, Xu described the “strive for B, aim for A” support scheme: expert teams provide one-on-one environmental check-ups, technical guidance and policy matchmaking under the support scheme. The real money sits in the central air-pollution prevention fund – since 2019 the state has awarded Chongqing 2.14 billion yuan, and more than 800 ultra-low-emission retrofit projects have been implemented. It favors two families of works: boiler treatment, covering coal-fired boiler ultra-low-emission upgrades, low-NOx retrofits of gas boilers, biomass boiler consolidation and deeper treatment of waste-incineration power boilers; and industrial pollution control, covering industrial furnace upgrades, VOCs treatment and ultra-low-emission retrofits in steel, cement and other key sectors.

The rating grades more than the stack

The incentives look like three gifts – exemption from output cuts, a tax discount and earmarked funding – but they all rest on one small word: stability. Running 50% below the limit is not a single test result; it is an around-the-clock, all-year ledger. In the high-temperature flue-gas sections of boilers and industrial furnaces, the resistance and service life of the filter media decide whether emissions stay under the line year after year, and that is the most underestimated line in the retrofit budget. The ceramic fiber filter tubes from AIFILTECH, rated to 1600 degrees Celsius, and the cleanable metal filter bags are built for precisely these high-temperature upgrades that target an A or B rating – the rating ledger should be read together with the filter replacement cycle.
